Support agency for North Korean defectors neglects to destroy documents = South Korea
The South and North Hana Foundation, which is affiliated with the Ministry of Unification, which supports the settlement of North Korean defectors, did not destroy documents containing sensitive personal information of North Korean defectors in a timely manner, which was pointed out by the Ministry.

According to the 2022 North Korean Defector Support Foundation administrative inspection report received from the Ministry of Unification by Rep. Kim Kyung-hyeop, a member of the National Assembly's Foreign Affairs and Unification Committee, received a warning from the Ministry of Unification for violating public record management guidelines.

According to the current public record management law, public institutions are supposed to dispose of sensitive public records after deliberation by "records management specialists" with certain qualifications. It cannot be discarded blindly without specialized personnel.

However, the foundation has not hired any professional personnel since it was designated a public institution in 2011. And have never discarded public records and kept them in archives.

There were more than 50 large boxes of recordings that had to be discarded after the expiration date, and the shelves were full of documents and piled up in the aisle.

Documents containing sensitive personal information of North Korean defectors were also left unattended even after the expiration date.

For example, the scholarship application documents for North Korean defectors received by the Foundation in 2013 have a five-year retention period and should have been destroyed in 2018, but they were still left in the archives.

The document contains personal information such as the defector's resident registration number and address, mobile phone number, personal information of the guardian, self-introduction, North Korean defector confirmation, family relationship certificate, and school life. Certificates such as records are also included.

Rep. Kim said, "It's a big problem that records that may contain sensitive information about North Korean defectors are left unsupervised by specialized personnel. We need to be more transparent and accountable."
