Cheongju Airport has the highest number of passengers since opening... 500,000 more passengers per year

Cheongju International Airport, operated by the Korea Airports Corporation, announced on the 4th that the number of passengers using the airport was 3.69 million last year, the highest number since the airport opened in 1997.
