Presidential officials met with reporters at the Presidential Office in Seoul that afternoon and answered questions about North Korea's "filthy balloons."
When asked, he replied, "In addition to direct provocations, they want to test how South Korea would respond to psychological warfare and smaller, compound threats."
The official said, "North Korea is waiting to see if the South Korean people and the South Korean government will be upset."
According to military authorities, about 100 balloons believed to have been flown by North Korea were found in Seoul and other areas.
There is a possibility that the balloons inside will fall in the future, so the number is expected to increase further.
