President Yoon was speaking at the 69th Memorial Service, which was held at the Seoul National Cemetery on the same day, with the theme "We Remember Your Sacrifices in Defending the Republic of Korea."
Attending the Memorial Day ceremony and giving a eulogy, he pointed out that "The Republic of Korea has now become the brightest country in the world, but the area north of the armistice line has become the darkest, darkest place in the world."
"Just 50 kilometers away from here, our compatriots are being cruelly deprived of their freedom and human rights and are living in starvation," President Yoon said.
"The North Korean regime rejects historical progress and is on the path of regress, threatening our way of life," he said, criticizing the North Korean regime rather than the people of North Korea.
He continued, "Following the artillery attacks and missile launches in the West Sea (Yellow Sea), North Korea has recently engaged in provocations in a despicable manner that would be embarrassing for any normal country.
"The government will never remain silent and overlook such threats from North Korea," he said. "We will maintain an ironclad preparedness and resolutely and overwhelmingly counter provocations," he added.
"Based on the further strengthened ROK-U.S. alliance and cooperation with the international community, we will firmly protect the freedom and safety of our people," he said.
He added, "Peace is not something that is defended by submission, but by strength."
"Only when our mutual support for North Korea becomes stronger can we bring about change in North Korea," he reiterated.
