The U.S. and the ROK signed a memorandum of understanding on diplomatic intelligence cooperation in Washington, D.C., on Wednesday. Under the agreement, the Office of Foreign Intelligence Planning will cooperate with the INR in analyzing regional and international situations and exchanging technology.
It is expected that these efforts will enhance mutual information sharing capabilities. In addition, the two sides also intend to develop an institutional foundation for operational cooperation, such as jointly producing situation analysis reports.
Founded in 1945, the INR is the oldest non-military intelligence agency in the U.S. intelligence community. Its predecessor was the Strategic Affairs Agency, established during World War II.
The Office of Strategic Studies (OSS) is a research and analysis division of the Office of Strategic Studies (OSS). It is known for providing the most objective information on the vulnerability of South Vietnam during the Vietnam War and the effectiveness of the U.S. strategy in the 2004 Iraq War.
Due to its credibility, the INR is also responsible for reporting daily to the US President and Secretary of State. As a member of the US intelligence community along with the Central Intelligence Agency (CIA) and others, it reports to the Director of National Intelligence (DNI).
The INR is composed of one Assistant Secretary, four Deputy Assistant Secretaries, and a Chief Innovation Officer (CIO), and oversees all intelligence activities within the State Department.
The analysis results are reported to the Secretary of State and distributed to diplomatic missions overseas. The South Korean Ministry of Foreign Affairs reorganized in May this year and established a new department called the Diplomatic Strategic Intelligence Headquarters. This new department is modeled on the INR.
The ministry said it plans to further expand exchanges in the field of diplomatic intelligence through cooperation with INR in the future. The ministry believes that the signing of this MOU will contribute greatly to the rapid preparation of an information sharing system between the two countries.
