The suspect in the wrong-way driving accident at City Hall Station, which resulted in 16 deaths and injuries, has not wavered in his previous claim that the accident was caused by "sudden acceleration" even during the police's third investigation.
According to the police on the 22nd, the Namdaemun Police Station in Seoul conducted a third investigation into the City Hall Station accident involving a man named Cha (68) at around 3 p.m. on the 19th.
The investigation took place for about three hours at the hospital in the capital area where Cha was hospitalized. On that day, Cha responded to the results of the National Forensic Service's investigation, which said the accident was likely caused by the driver's negligence.
He stated that the accident was caused by a sudden acceleration due to a defect in the car. This is the same argument as in the previous police investigation. On the 2nd of this month, the National Police Agency received the vehicle and dashcam footage from the police immediately after the accident.
Six documents, including CCTV footage from the hotel and the area around the accident scene, were collected and used for detailed forensic analysis. Evidence from the scene was also collected using a 3D scanner.
The NFS was then reported to have sent the results of its investigation to the police, which indicated that Cha had pressed his foot more than 90 percent on the accelerator.
The police also determined that the brake lights appearing to be on at the time of the accident was actually a result of diffuse reflection or flickering caused by the light from street lamps and buildings.
In relation to this, at a regular press conference on the 15th, Cho Ji-ho, the head of the Seoul National Police Agency, responded to a question about whether the National Forensic Investigation Agency had determined that the accident was the driver's fault by saying, "We have decided not to investigate the driver's negligence, as this could affect the investigation.
"I cannot reveal the specifics," he said, but added, "It shows that." A police official said they are considering applying for an arrest warrant for Cha and will take him into custody in the near future.
It was made clear that this is the policy.
