Special Prosecutor's Bill for Private Choi rejected after second vote...Bill scrapped = South Korea
The bill, which was passed by the National Assembly plenary session under the leadership of the opposition camp, was brought back to the National Assembly by President Yoon Seok-yeol who exercised his right to request a second vote (veto).
The bill on the appointment of a special prosecutor to investigate the case (Private First Class Choi Special Prosecutor Act) was rejected after a second vote. The National Assembly held a plenary session on the afternoon of the 25th and voted on the second vote on the Special Prosecutor Act for Private First Class Choi.
The bill was ultimately rejected and scrapped by a vote of 194 in favor, 104 against, and 1 invalid vote out of the 299 members present.
A bill is passed if more than half of the registered members are present and more than two-thirds of the members present vote in favor. Since a bill is passed if more than 200 people vote in favor, even though the number of votes in favor was 90 more than the number of votes against, it was ultimately rejected.
Even if the seats of the pan-opposition bloc, including the Democratic Party and the Fatherland Reform Party, were all combined, the People Power Party (the ruling party) would have needed at least eight withdrawal votes to pass the bill through a second vote.
However, the number of withdrawal votes fell short of 8. Prior to this, the People Power Party had made voting against the Special Prosecutor's Act on Private First Class Choi a party policy and launched an all-out campaign to reject it.
Han Dong-hoon, the new leader of the People's Power Party, said at the Supreme Committee meeting that morning, "During the party conference,
"We have strongly opposed the Special Prosecutor's Act. We will unite and show that the Democratic Party's foolish expectations are an illusion," he said.
The People's Power floor leader, Choo Kyung-ho, also said at the general assembly that morning, "We, the 108 lawmakers, are forming a new leadership team.
"We must come together in one mind and stand together in a single rank against the parliamentary dictatorship of the giant opposition party, without any deviation," he said.
