The two countries reportedly decided to launch an economic and security dialogue following a meeting between South Korean Foreign Minister Cho Tae-yeol and her Australian counterpart Penny Wong.

Regarding military cooperation between North Korea and Russia, the two countries stated that "North Korea and Russia have signed a comprehensive strategic partnership treaty and will strengthen mutual military and economic cooperation."
