The Incheon Fire Department, which conducted the fire safety investigation, said on the 9th, "A fire signal was sent to the fire receiver at around 6:13 a.m. on the 1st, when the fire occurred.
"We have confirmed that the record shows that the person in charge subsequently pressed the interlocking stop button for the preparatory operation valve," the company said. The preparatory operation valve in the disaster prevention room of the A apartment building is a sprinkler system.
When the interlocking stop button on this valve is pressed, it will not operate even if the fire signal is received normally.
The fire department said the sprinklers were activated because the interlocking stop button for the standby valve was pressed.
The Fire Department confirmed that the interlocking stop button for the preparatory operation valve was released at around 6:19 a.m., but it was released at 6:00 a.m., two minutes earlier.
He explained that at around 6:16, a fault signal from the repeater circuit in the fire area was transmitted to the receiver. Someone released the interlocking stop button at around 6:19, but the relay was turned off due to the fault signal.
The cause of the fault signal transmission was that a part of the firefighting electrical wiring in the fire area was lost, and the signal was not transmitted between the receiver and the standby valve.
A fire department official said, "The reason the sprinklers did not work in the area where the fire broke out is because the interlocking stop button for the standby valve was pressed after 6:13.
Although the stop button was released at around 6:19, the fault signal was transmitted and the sprinklers remained inoperative."
"We believe that the person who pressed the button is a member of the disaster prevention office," and "We will obtain additional statements from those involved in the apartment complex and take action against violations of related laws, including the law on the installation and management of firefighting facilities."
Meanwhile, the Incheon Metropolitan Police Agency is investigating why the fire took so long to be contained. The fire broke out at around 6:13 a.m. on the 1st at a vent in the parking lot on the first basement floor of the A Apartment building.
The fire broke out in an electric car. About 20 residents suffered smoke inhalation and about 70 vehicles were destroyed.
