The National Police Agency released a manual titled "Police Measures for Major Situations of Dating Violence." On the afternoon of the 24th, the agency held a "National Women and Teenage Crime Investigation Conference" at the police headquarters in Seodaemun-gu, Seoul.
The meeting was attended by 305 people, including National Investigation Agency Chief Lee Jung-soo and women and youth investigation officers from 18 city and provincial offices and 259 police stations nationwide, and focused on relationship crimes, including dating violence.
The draft police measures for each of the four main situations that are likely to occur between couples are listed below:
For example, when a couple gets into a fight and the police are called in, if they find elements that could be considered criminal acts (special assault, intimidation, property damage, etc.), the victim's intention to punish them is not important.
Regardless of the crime, police officers will file criminal charges against the perpetrator. In this process, the level of punishment will be decided by referring to past precedents of similar crimes. If someone steals their girlfriend's cell phone, it will be considered as concealment of property under the Criminal Code.
In cases where a person threatens with chopsticks or an umbrella, the police will be charged with special assault or special intimidation.
"The document was created with the intention of taking strict measures against dating violence crimes," he explained. At the meeting, in addition to dating violence, stalking, domestic violence, child abuse, and other related crimes were also discussed.
The meeting also discussed case-specific measures for sexual crimes and victim protection measures. In addition, the process of investigating digital sexual crimes that use the recently popular DeepFake technology was also discussed.
Important points to note and measures to protect victims were also shared.
