Shin Won-sik, director of the National Security Advisory Council, asserted that Kim Jong-un's North Korean regime cannot start a war because it has too much to lose.

"Unless there is a nuclear war, they will not be able to start a war," he said, dismissing the possibility of war by saying, "The possibility of North Korea starting a war has always been there since the June 25th War."
Recently, the US foreign policy magazine Foreign Policy said that the possibility of war breaking out has reached its highest point since the Korean War in 1950.
Shin expressed his opposition to the publication of the article. "Traditionally, the elements of war are whether North Korea is fully prepared for war or whether South Korea is prepared to fight North Korea," he said.
"The factors are whether the US-ROK alliance is healthy and whether it maintains its integrity to be able to respond appropriately to a conflict," he said, explaining, "The current US-ROK alliance is healthy, and the Republic of Korea is solid as a developed nation."
He continued, "Whether North Korea starts a war or not depends not on North Korea, but on our will and readiness. We will do our best to prevent North Korea from starting a war and to ensure that they have no chance of winning."
"It is important for the Korean people to make a united effort to deter North Korea," he said, expressing his intention to continue strengthening deterrence against North Korea. He said the North Korean regime is fearful after the recent death of a Hezbollah leader in an Israeli attack.
"North Korea has been reacting with unprecedented sensitivity since the Armed Forces Day commemoration event on the 1st of this month," Shin said. "Just before that, Israeli ground-penetrating bombs hit the North.

The director said, "The very act of confirming this would cause the internal conflict that North Korea desires," and added, "We are ignoring the best and most correct answer based on experience."
Shin also commented that North Korea's claim of a South Korean drone intrusion and its widespread publicity to the outside world is a "reaction to the regime's

Shin said he was aware of the deaths caused by missile attacks by the Ukrainian military in Russian-occupied areas of Ukraine.

Shin then addressed Russia, saying, "As a permanent member of the UN Security Council, it is the final guardian of world peace, but it has directly and illegally invaded Ukraine and violated the Security Council resolution that it signed, thereby inciting North Korea.
