The scene shows Meng Wan questioning Chen Zhiyuan about the smuggling incident. Seven years later, Meng Wan visits Feng Da, who works as a leopard master at the Huashi Leopard Bureau, and asks him about a certain person.
The person in question was Lou Mingzhang, a prison official. Lou Mingzhang had just finished his work in the provinces and was on his way to the capital.
Feng Da puts on a show and succeeds in taking Lou Mingzhang to Chen Zhiyuan. Lou Mingzhang tells him about Wu Lian and Zhao Yin's embroidery smuggling case.
After questioning Chen Zhiyuan, he was suspended for failing to fulfill his duties. Later, it became clear that they had no physical evidence of the smuggling of embroidery goods and were therefore unable to catch Wu Lian and the others.
Meng Wan and his men decided to carry out a plan to expose Wu Lian and the mastermind behind the crimes.
