According to the South Korean presidential office, President Yoon said in the phone call, "Our government will not overlook the military alliance between Russia and North Korea that threatens our security.
"We will closely monitor the future battlefield situation and take effective step-by-step response measures," he said. "The possibility that Russia may transfer sensitive military technology to North Korea is also an issue, but we are not aware of any possibility of such a transfer during the Korean War.
If North Korea, which has not engaged in modern warfare since the end of the Korean War, were to impart the experience gained in the Ukraine war to its entire army of over one million soldiers, it would pose a major threat to our national security.
President Yoon expressed concern that North Korea has gone beyond providing military weapons to Russia and is now doing something dangerous and unprecedented: sending special forces.
"We hope that South Korea and Ukraine, which are major stakeholders, will closely communicate with each other and coordinate our response," he said.
"We have dispatched a delegation to Lina on short notice to share our information regarding the North Korean troop deployment with our friendly countries," he said. "We look forward to active information exchange and cooperation between South Korea and Ukraine in the future."
I hope that force will be exerted," he added.
