韓国、国連で北朝鮮の極端な軍事化による人権侵害の是正を提言
South Korea proposes at the UN to correct human rights violations caused by North Korea's extreme militarization
On the 7th (local time), the South Korean government strongly condemned the negative impact that North Korea's militarization has on the human rights of its residents at the United Nations and called for its correction.
The Korean delegation, led by Ambassador Yoon Seong-deok of the Permanent Mission of the Republic of Korea to Geneva, held the 10th General Assembly of the Republic of Korea Joint Committee on the Promotion of International Cooperation in Geneva, Switzerland on the same day.
At the Fourth Universal Periodic Review (UPR) of North Korea, held in Seoul on Wednesday, the North Korean leader expressed his views on the serious human rights situation in the country.
Ambassador Bu participated as the chief representative. Other members of the headquarters delegation, including the Director-General of the Legislative Bureau of the Standing Committee of the Supreme People's Assembly, also attended. The South Korean government has said, "The North Korean government is suppressing basic freedoms and using scarce resources to support the lives of the North Korean people.
"Instead of providing them with financial support, they are squandering it on the development of illegal weapons of mass destruction. Not only that, they are exploiting the workers," he said.
He called for an immediate resolution to the issues of abduction victims, detainees, South Korean prisoners of war, and separated families, and in particular the prompt release of six South Koreans being held in North Korea.
It also recommended that repatriated defectors, including women and girls, be protected from torture and other inhumane treatment.
The report also called for the repeal or revision of laws and practices that suppress freedom of expression in North Korea, such as the Anti-Punishment Act. It also called for North Korea to join the International Convention against Torture and the International Convention on the Elimination of All Forms of Racial Discrimination, and urged North Korea to abide by the Convention on the Elimination of All Forms of Racial Discrimination, which it has already signed.
The South Korean government also recommended North Korea faithfully implement all international human rights treaties it has ratified during the Third Universal Periodic Review of Human Rights in May 2019, and North Korea accepted the recommendation.
The UPR is a system in which the UN Human Rights Council regularly reviews the human rights situation in all UN member states every 4.5 years since 2008 and issues recommendations.
The South Korean Ministry of Foreign Affairs said, "In accordance with our policy of emphasizing universal values, the South Korean government has made the issue of human rights in North Korea a top priority.
"We participated in the Universal Periodic Review of North Korea's human rights situation and called on North Korea to take concrete steps to improve the human rights situation together with the international community."
