Rep. Kim, a member of the National Assembly's Foreign Affairs and Unification Committee, said in a press release on the same day that he would be proposing a resolution calling for the nation to acquire independent nuclear armaments in the next generation of self-defense.
The resolution states that if North Korea launches a threatening nuclear provocation, such as a seventh nuclear test or an ICBM (intercontinental ballistic missile) launch, the South Korean government will issue a resolution to impose sanctions on the Korean Peninsula.
The gist of the agreement is that it calls for South Korea to externally declare its independent nuclear armament in the interest of self-defense in order to establish peace in the region and protect the safety of the South Korean people.
"The South Korean government's 'conditional' nuclear armament is a 'self-defense' measure in response to the actual nuclear threat from North Korea," he said.
"It is a 'rightful' nuclear armament, a 'strategic' nuclear armament for the survival of the people, and at the same time, it is a 'peaceful' nuclear armament in which South Korea will immediately disarm if the nuclear threat from North Korea is eliminated."
