The National Assembly Speaker's Office issued a media announcement that afternoon saying, "Speaker Woo strongly requested Justice Minister Park Seong-jae to take measures to ban the departure of former Minister Kim.
Chairman Woo said, "After proposing an unconstitutional and illegal martial law to the president on December 3, Kim actually led armed soldiers to break windows and enter the National Assembly, and the Constitution is violated.
The Speaker's office cited the following reasons for the request: "He is a central figure in the suspected insurrection, attempting to neutralize the activities of the National Assembly, which is guaranteed by the Constitution, and there is a high possibility that he will flee overseas following the sudden approval of his dismissal today (5th)."
President Yoon Seok-yeol proposed emergency martial law on the same day and approved the dismissal of former Minister Kim, who was the central figure and person responsible for the first emergency martial law in constitutional history.
President Yoon's acceptance of his resignation and the approval of his dismissal came the day before when former Minister Kim announced his resignation, saying, "I feel deeply responsible and sorry for causing confusion and worry to the people" in regards to the emergency law.
The move was made suddenly, just one day after the presidential election. Kim, who is one year ahead of President Yoon in high school and a graduate of Chungam High School, oversaw the entire process of planning and implementing the emergency law.
Earlier that day, the Democratic Party raised the possibility that Kim, who did not attend the emergency questioning of the National Assembly's Defense Committee regarding the approval of the dismissal bill, may have fled overseas.
Kim Min-seok, the Democratic Party's chief supreme committee member, posted on Facebook on the same day, "Former Defense Minister Kim Yong-hyun's overseas flight
"This is considered certain. We request that departures be banned immediately."
