Regarding the joint national governance policy of the ruling People Power Party leader, he said, "It is unconstitutional and illegal. Impeachment should be a prerequisite, even in relation to the acting power system in the event of a president being arrested."
In particular, with regard to Article 71 of the Constitution, which provides for the president to act in the event of absence or an emergency, he argued that "it is reasonable to consider the situation of detention to be an absence."
Regarding the situation regarding how the acting authority system would be implemented after the territorial detention, he expressed concern that "there is a possibility of differences of opinion on interpretation, and there is no way to receive a court decision, which will only increase the confusion."
Regarding the main body of the martial law investigation, he said that "a special prosecutor would be appropriate," but at this stage, a joint investigation by three bodies, including the National Police National Investigative Headquarters, the Agency for Investigative Investigation of Crimes by High-Ranking Public Officials, and the military prosecutors' office, is planned.
It was proposed to set up an investigation headquarters.
