Who is Prime Minister Han Deok-soo, who has become acting president following the suspension of South Korean President Yoon?
On the 14th of this month, the National Assembly of South Korea passed an impeachment bill against South Korean President Yoon Seok-yeol, and Yoon was suspended from his duties. Prime Minister Han Deok-soo was sworn in as acting president on the same day.
Han stated, "I will take every possible measure to ensure that there is no vacuum in national politics." What kind of person is Han, who will be at the forefront of settling the chaos?
Yoon declared "emergency martial law" late on the 3rd. It is a type of martial law stipulated in the South Korean Constitution and is used in times of war, emergency, and other emergencies.
In normal times, the president issues orders when necessary for military purposes or to maintain public order. The military takes control of administrative and judicial functions and is authorized to restrict freedom of speech, press, and association.
This was the first time that martial law had been declared since democratization in 1987. Following the declaration, armed martial law soldiers broke the windows and stormed into the National Assembly building. The situation was reminiscent of the military regime era, and the country was
Many citizens gathered before the meeting, shouting slogans against martial law and surrounding military vehicles, causing chaos. However, martial law can only be lifted by the president if a majority of members of the National Assembly request it.
The government had to comply with this, so immediately after the declaration, a plenary session of the National Assembly was held, and all 190 members in attendance voted in favor of lifting the state of emergency. Yoon lifted the state of emergency after just six hours.
Opposition parties including the Democratic Party of Korea have accused Yoon of violating the constitution, saying he "attempted to disrupt the constitutional order and commit an insurrection aimed at permanently seizing power."
The government has submitted a motion to impeach Yoon to the National Assembly. The motion was passed by 204 votes in favor and 85 against on the 14th. As a result, Yoon's powers as president were suspended and Han became the new president.
Article 86 of the Constitution stipulates that the Prime Minister of South Korea "assists the President, receives the President's orders regarding administrative matters, and supervises each administrative department."
The stipulation also states that if a person is unable to perform his/her duties due to an accident, the person in question will assume the role of acting president.
He graduated from the Department of Economics at Seoul University and completed his doctoral studies in economics at Harvard University. He worked at the Korea Intellectual Property Office and the Ministry of Trade and Industry (now the Ministry of Trade and Industry, where he served as vice minister).
He later served as Director General of the Trade Negotiation Bureau of the Ministry of Foreign Affairs and Trade (now the Ministry of Foreign Affairs) in the Kim Dae-jung administration, and as Deputy Prime Minister for Economic Affairs and Prime Minister in the Roh Moo-hyun administration, and was in charge of the Korea-US Free Trade Agreement (FTA) negotiations.
He served as South Korea's ambassador to the United States for three years from February 2009 during the Lee Myung-bak administration. He was a man who bore great responsibilities in a progressive-conservative government. Immediately after the Yoon administration was inaugurated in May 2022,
This is his second time as prime minister. He has been in charge of COVID-19 countermeasures and emergency situations such as the crowd accident in Itaewon, a busy shopping district in Seoul, in October 2022, and has been performing his duties with integrity.
When the ruling People Power Party suffered a major defeat in the general election in April, he announced that he would step down, but he continues to support Yoon as prime minister to this day.
On the 14th, after assuming his new position as acting president, Han said, "I will devote all my energy and effort to running the country in a stable manner."
In the economic field, he said he would do his best to facilitate the smooth flow of financial and foreign exchange markets, and in the external field, he said he would do his best to maintain trust between the United States and South Korea, and between Japan, the United States and South Korea. On the 19th, Han spoke to Prime Minister Shigeru Ishiba over the phone for about 20 minutes.
On the 23rd, he held a luncheon with representatives of six South Korean economic organizations and reaffirmed the close cooperation between the two countries.
"The basis of the acting system is to ensure that the government is able to act on its own initiative," he said. While Han is working hard to stabilize the country as soon as possible, the main opposition Democratic Party of Korea has been criticizing Yoon for the civil unrest surrounding his declaration of martial law.
The ruling party, the People Power Party, has called for a special prosecutor to investigate the matter, and is threatening to impeach Han if the bill to make that possible is not enacted.
Kwon Seong-dong, floor leader of the Democratic Party of Korea, said, "This is an 'impeachment hostage drama' where they are holding the sword of impeachment to (Han's) neck and will stab him if he doesn't get his way." Han's thorny path continues
It looks like it will continue.
