The Central Election Commission interpreted the banner reading "No Lee Jae-myung (Chairman of the Democratic Party of Korea)" as problematic, but the ruling party strongly opposed it, so the Central Election Commission decided to "withhold decision."
They then reversed their stance and all banners were eventually permitted.
