"We will actively consider whether to reapply for an arrest warrant through supplementary investigations," he said.
He turned himself in and was arrested. When he turned himself in, Chief Lee said, "I will faithfully cooperate with the investigation by the investigative authorities," but also claimed, "The Security Service was simply carrying out its legitimate duties within the security area."
