Chairman Woo wrote in his Feibook that day, "Neutrality means not leaning to one side.
"Just because the two sides can't come to any agreement doesn't mean we should do nothing," he said. "The speaker of the National Assembly is an independent. He is neither on the side of the ruling party (People's Power) nor the opposition party, but
"We have a responsibility to protect the people and to be faithful to the will of the people. We must be on the side of the people," he added.
This is a public outcry that Chairman Woo is making decisions that are biased toward the demands of the Democratic Party, the party he previously belonged to.
Chairman Woo said, "If we cannot reach an agreement despite our best efforts, we will settle each issue one by one according to the democratic principle of majority rule and the National Assembly Act and move on to the next stage.
"There is no other way than to do so. Doing nothing because an agreement is difficult or impossible is to abandon public opinion and is irresponsible."
He added, "The primary role of the Diet is to abide by the Constitution and protect democracy.
If this is obstructed or there are attempts to destroy it, the Speaker of the National Assembly must stand firmly against it. It is a natural duty to stand up against the anti-constitutional and anti-democratic emergency martial law.
