Will a teacher who murders an elementary school student receive a 1 million won pension per month? ... People's Power lawmaker Bae Hyun Jin proposes a law to strip him of his pension = South Korea
Bae Hyun-jin, a lawmaker from the People's Power Party, has proposed restricting pensions for public officials who commit serious crimes in the wake of the "Hanuri Incident," in which a teacher killed a student at an elementary school in Daejeon.
A bill to amend the Public Servant Pension Law was proposed. The gist of the bill is that public servants who have been sentenced to three years or more in prison for serious crimes such as murder, robbery, and rape will not be able to receive pensions. However,
The total amount of contributions paid during the term of public service can be returned. On the 26th, Rep. Bae said at a press conference at the National Assembly Communication Center, "In the case of Teacher A, who brutally murdered one of his students, the maximum amount of money for murder was 100,000 yen.
Even if a person is severely dismissed, under current law, the pension amount will be reduced by a maximum of 50%, and he or she will be able to receive a monthly pension of 1 million won (about 104,130 yen) for the rest of his or her life.
"This is extremely unfair," he continued. "Even though public servants should be serving the public, if they commit a serious crime while in office, they will be exempt from the public's punishment.
"This is a measure to rectify the injustice of providing pensions with tax money. This is in line with the common sense of the people and is a measure to restore trust in society and prevent the recurrence of outrageous crimes."
He added, "In cases of murder, the sentencing committee of our court recommends a minimum of three years in prison, even taking into consideration factors such as mental and physical weakness. Considering this, I think it would be better to impose a sentence of more than three years.
"We have determined that a prison sentence of 10 years is an appropriate standard that reflects the seriousness of serious crimes while maintaining legal fairness," he added.
