On the same day, Han held a book fair for his book "People Come First" at the Youth Culture Space JU in Mapo-gu, Seoul.
"If we just change the players, things will become even more brutal and poisonous," he said at a concert. "When the topic of amending the constitution comes up, people say, 'That's the way it is in politics, so that's what they can do.
"But this time we must get it done. Someone has to do the difficult thing of closing the door on the old '87 system.'"
Han said, "The 1987 Constitution is premised on the spirit of restraint on the part of the political subject. The 29 impeachments carried out by Lee Jae-myung, the leader of the Democratic Party of Japan, are based on the Constitution.
"The emergency martial law implemented by President Yoon Seok-yeol was also in the constitution," he said sarcastically. "It was in the constitution for decades, but it was an implicit principle of mutual respect for the spirit of restraint that we hadn't adopted until now.
Regarding the emergency martial law on December 3 last year, Han said, "I thought that if I had done my job properly, we could have prevented it."
"It was a bit tough from December 3rd to the 16th. I was scared because I could imagine the frustration and loneliness that those who supported us would feel in the short term."
Regarding his conflict with President Yoon when he was chairman of the People Power Party's emergency response committee and party chairman, Han said, "The situation became tough.

Regarding Lee Jae-myung, Han said, "If I had the same judicial risk as Lee, and if I had become president, I would have imposed martial law and suppressed the judiciary.
"Do we expect that this will happen? That is not the case. What about Lee? That group (Lee's side) has no faith in the basic principles of liberal democracy and is the most dangerous person in the Republic of Korea," he said.
After the book concert, a reporter asked, "Representative Lee Jae-myung has not yet expressed a clear opinion on constitutional reform," and Han responded, "He sees the presidency as a way to escape from his own crimes.
"I think that's what he is saying. Many people agree that constitutional reform is necessary, so I find it regrettable that (Representative Lee) has such an opinion."
Former Representative Han said that President Yoon's lawyer said at the impeachment hearing, "The people should be aware of the emergency law.
Regarding his comment that he understood this to be "Meng Ling," he emphasized, "The people are not the target of enlightenment. People Power is not a party that defends martial law, but a party that prevented martial law."
Regarding the impeachment trial, he said, "We will await the Constitutional Court's decision, but the Constitutional Court's decision must be in accordance with the Constitution of the Republic of Korea and its spirit."
During the state of emergency, Han said the declaration of martial law was "unconstitutional and illegal."
