If any of the above occurs, it will be considered a serious civil disaster. In addition, criminal punishment may be imposed on the managers of public facilities where such accidents occur.
The police determined that the company representative, suspect A, had the responsibility to inspect the facility, prepare the equipment and facilities, and evaluate risk factors.
The decision to refer the case to the prosecution was reportedly made after several months of legal consideration. Prior to this, the police had arrested three people: a store employee in her 20s who was working as a safety officer at the time of the accident, the store manager, and the head of the company's safety management department.
