The ministry also held a ceremony to appoint seven members for each of the special prosecutors to investigate the truth behind the "Incheon Customs Office's external pressure investigation" and "the truth behind the Incheon Customs Office's narcotics investigation."
Chairman Woo said, "The stock price manipulation allegations are related to the former president's spouse, and there are also suspicions that the presidential office was involved in the drug investigation.
However, the investigations into these cases have not produced results that the public can accept or trust. The permanent special counsel is an institutional device to embody the spirit of the Constitution that all citizens are equal before the law.
"It is an opportunity to confirm and prove that the rule of law is working," he said. "In cases where the public is concerned and suspicions are high, clearing up suspicions and revealing the truth through the legal system is the foundation of democracy.
"In the past, investigations into allegations against the president's family or close aides have never been thwarted by the parties refusing to be investigated."
Chairman Woo said, "If the National Assembly decides to conduct an independent investigation and sets up a committee to recommend candidates, the president must request the recommendation without delay.
"It is a legal duty for the acting president not to fulfill this obligation, which not only violates the authority of the National Assembly granted by the Constitution and the Special Prosecutor Act, but also renders the permanent special prosecutor system itself ineffective," he said.
He added, "Even if the executive branch is shirking its duties, the National Assembly must do its job because there is a strong public demand to uncover the actual truth about stock price manipulation and external pressure in the drug investigation."
"We ask the recommendation committee to make efforts to ensure that a person who is trustworthy and has the investigative capabilities is appointed as the special prosecutor."
In addition, the Act on the Appointment of Special Prosecutors states that "the National Diet decides on an investigation.
If this is the case, the President must promptly ask the Special Prosecutor Candidate Recommendation Committee to recommend two candidates for special prosecutor. If the Recommendation Committee recommends two candidates, the President must appoint one of the candidates as the special prosecutor.
