The amendment includes provisions under the command of the martial law commander to prevent Diet members from entering or exiting the National Assembly or from holding meetings during the implementation of martial law.
The bill includes provisions to, in principle, ban military, police, and security agency personnel from entering the National Assembly. The bill also states that the constitutional principles that guarantee the legislative activities of the National Assembly will be followed.

Anyone who violates this and enters or leaves the National Assembly building will be sentenced to up to three years in prison or a fine of 10 million won (approximately 1.5 million won).
The bill also included a provision that would impose a fine of up to 100,000 yen. A new clause was added stating that "after the declaration of martial law, no one may obstruct the entry or exit of Diet members or their meetings at the Diet."
Anyone who obstructs the entry or exit of a prison cell shall be punished with imprisonment of up to five years. The clause on the right to take special measures against associations, groups, or collective actions was deleted, because the Constitution guarantees freedom of residence and movement.
The government will also strengthen reporting to the Diet before and after the imposition of martial law, and will make it mandatory to keep minutes of Cabinet meetings.
