A fraud group that lured victims into Cambodia under the bait of debt forgiveness, then handed them over to a local criminal organization for incarceration, has been arrested and indicted.
The 4th Criminal Division of the Seoul Central District Prosecutors' Office in South Korea has indicted three men in their 20s, including Mr. A, on charges of soliciting overseas transfer, overseas transfer of solicited individuals, and violent acts.
On the 14th, the police announced that they had recently arrested and indicted the suspects on charges of violating the Criminal Punishment Act (joint confinement). A and his associates handed over their acquaintance B to a Cambodian criminal organization, had him confined there, and then used his account to commit crimes.

It was revealed that the local criminal gang members held Mr. B captive in a crime base near the Cambodian-Vietnamese border and took him to a foreign country, where he was arrested and detained without a passport.
The gang confiscated Mr. B's wallet and mobile phone, and used the internet banking function to use his account for the crime. When Mr. B's account was suspended, the gang members used "an account in someone else's name (a so-called "black account")"
While showing videos of the account holder being tortured, the perpetrator threatened the victim, saying, "Tell your parents to transfer the money that is frozen in the account and the cost of opening a new illegal account."
The investigation also revealed that Mr. A and his associates demanded money from Mr. B's parents in return for rescuing Mr. B from the crime scene.
Mr. B was held captive for about 20 days in a criminal base, but was rescued with the help of the Korean Embassy in Cambodia. The criminal base consisted of a call center and a lodging facility.
The facility was surrounded by a 2-3 meter high fence, with security guards controlling access. Investigative authorities said, "Criminal organizations have evolved to recruit Koreans to go overseas, then confine them and use them as members of the organization.
"Particular care is needed when departing for work or business abroad."
