The elephants will be undergoing intensive inspections until August. Accidents caused by asphyxiation in confined spaces occur due to oxygen deficiency and poisoning from harmful gases.
It is so deadly that one in two disaster victims die, but it can be prevented if temperatures rise.
The amount of harmful gases being released will increase, and the risk of suffocation will increase in manholes, wastewater treatment plants, livestock barns, etc. In fact, in July of last year, a gas leak was discovered in the treatment tank of a public wastewater treatment plant in an industrial complex.
One worker who was removing the membrane died of hydrogen sulfide poisoning. In June of the same year, another worker who was down a manhole for sewer dredging work died of poisoning from harmful gases.
The Ministry of Employment and Labor plans to focus on three major safety rules for preventing suffocation accidents. First, enclosed spaces within the workplace must be identified in advance and entry must be prohibited or they must be made known as dangerous places.
In addition, oxygen and harmful gas concentrations must be measured before work begins, and if the conditions are not safe, ventilation and other measures must be implemented. If safety is not confirmed, workers must wear respiratory protective equipment and begin work.
Additionally, the Ministry of Employment and Labor plans to investigate whether safe work procedures for confined spaces have been established and how these are currently being operated, as well as the availability of emergency rescue systems and training.
They will also be checking whether workers have been properly trained on the dangers of confined spaces and how to work in them. Meanwhile, the Occupational Safety and Health Agency is investigating whether workers have been properly trained on oxygen and harmful gas measuring devices, ventilation equipment, and respiratory support devices.
Before work is carried out in confined spaces, experts visit the site to lend equipment and provide related training.
