Former South Korean president's arrest warrant dismissed... Special prosecutor for civil unrest requests appearance at 9 a.m. on the 28th

The arrest warrant for former South Korean President Yoon Seok-youl, requested by the "Special Prosecutor for Internal Rebellion," which is investigating allegations of internal and external disturbances related to the December 3 emergency martial law, has been rejected.
On the 25th, the special counsel for civil unrest said in a press release, "The court has indicated its intention to issue an arrest warrant for former President Yoon, which was requested yesterday, if the suspect is requested to appear before the special counsel.
On the 24th, the special counsel for civil unrest announced that former President Yoon had failed to respond to two requests from the police to appear, and that the special counsel had not yet begun its investigation.
The special investigation team for the insurrection requested an arrest warrant for Yoon because he did not appear on June 19 after the June 18 arrest.
A notice was sent out requesting his appearance at 9 a.m. A special prosecutor for the insurrection case emphasized, "If he does not comply with the request to appear, we will consider requesting an arrest warrant again."
Former President Yoon was charged with "special public duty execution" for instructing the National Guard to prevent his arrest.
On December 7, 2018, four days after the emergency law was declared, Kwak Jeong-geun, former commander of the Army Special Forces, Lee Jin-woo, former commander of the Capital Defense Forces, and Yeo In-hyun, former commander of the National Defense Intelligence Agency, were charged with "obstructing the national security situation" and "interfering with the national security forces."
He is facing two main charges, including "incitement to abuse of authority under the Security Service Act" for allegedly ordering the deletion of confidential phone call information concerning commanders and other personnel.
Meanwhile, former President Yoon issued a statement on the same day in relation to the request for an arrest warrant by the special prosecutor for insurrection.
"Former President Yeol was not even given any information about the location of the special counsel's office, the examination room where he will be interrogated, or the prosecutor in charge," he said, adding, "The special counsel was appointed without taking into account all the basic procedures.
"The request for an arrest warrant against the president is a completely unacceptable measure," he said.
