That afternoon, Rep. Noh Jong-myeong submitted the bill, which Rep. Park sponsored, to the National Assembly Bill Division in Yeouido, Seoul.
After submitting the bill, Rep. Kim told reporters, "The bill is a special law that will completely put an end to the civil war that began on December 3 last year.
The bill was proposed jointly by more than 60 lawmakers and was introduced by Rep. Park Chan-dae. Prior to this, Rep. Park Chan-dae held a press conference at the Jeollabuk-do Provincial Assembly on the same day.
The opening teaser read, "I would like to announce that a special law will be proposed to completely end the civil war led by Yoon Seok-yeol in Jeolla Province, the heart of the Democratic Party of Korea, and to create a new Republic of Korea."
The special law included restrictions on amnesty and restoration of rights for those guilty of rebellion, the blocking of government subsidies to political parties that produced rebellious criminals, the establishment of a special court exclusively for rebellion trials, and the imposition of criminal penalties on those who turned themselves in or confessed to rebellion and on informants.
The bill includes provisions for reducing or exempting from punishment, and for correcting the "specific personnel" measures for those who committed acts of rebellion. In response to a question about the timing and targets of the bill, Rep. Kim said, "It depends on the content, but based on the emergency martial law on December 3 last year,
Regarding the cutoff of state subsidies, he said, "If the convictions of the masterminds of the rebellion or those who played important roles in the rebellion are established, the state subsidies of the political party in question will be cut off."
"The bill includes provisions restricting subsidies. This measure is to ensure that the situation does not become unrealistic, with people's hard-earned tax money used to defend civil unrest, and that the situation can be restored to normal as soon as possible," he said.
He added, "We have included strong measures to make it possible to recover (government subsidies)," and added, "The timing will be the December 3 emergency martial law."
