In his statement, "I Will Give Back to the Nation," he said the Trump administration's foreign policy lacks a clear, comprehensive strategy, paving the way for China to expand its influence globally and undermine American economic and security interests.
The 91-page report was prepared at the request of Senator Jeanne Shaheen, the ranking Democrat on the Senate Foreign Relations Committee.
The report, based on interviews with government officials and foreign policy makers, cites a weakening of the U.S.'s foreign aid and development programs and the U.S.-backed independent media.
They cited the collapse of diplomatic relations, the dismantling of counter-disinformation mechanisms, the severing of civil exchange programs, continued withdrawal from international organizations, and aggressive behavior toward allies and partners.
The report concluded that a series of Trump administration policies have "clearly weakened America's global leadership and competitiveness vis-à-vis China."
The report also found that the Trump administration's trade policies have led to a rise in U.S. trade tensions with U.S. allies and partners.
He said that this has created a situation in which the three nations are being forced to seek economic cooperation with China, and cited the Japan-China-South Korea foreign ministers' meeting held in Japan in March this year as a concrete example.
In addition, President Trump has publicly called for the repeal of the Semiconductor Act, which was enacted with bipartisan support.
"This is an attempt to undermine the bill that has made the largest investment in domestic manufacturing and innovation in the United States in decades, and it will only benefit China," he said.
He also emphasized that many of the investments related to the semiconductor law are from companies in major US allies and partners, such as South Korea and Taiwan.
The report also calls for the abolition of the United States Agency for International Development (USAID) and the abolition of the state-run media outlet USAGM (US Agency for Global Media).
The United States has been trying to cut the budgets of the Voice of America and Radio Free Asia, withdrawn from international organizations, reduced the number of U.S. diplomatic missions, and stopped supporting basic scientific research.
The report also called on the Trump administration to end its "reckless tariff policies" and invest in global talent and people-to-people exchanges.
It recommended rebuilding America's overseas assistance and development capabilities, restoring its ability to counter disinformation, re-establishing its leadership in multilateral institutions, and establishing an Australian-American Security Agency (AUKUS).
She said Trump had attacked allies, undermined America's diplomatic tools, and called for strengthening the security partnership between the United States and the UK.
As China embraces its adversaries, it is building influence and expanding its relationships everywhere, reshaping the world order to its advantage, he said. And the current administration is trying to avoid the consequences of China's actions.
He strongly criticized China for not taking the challenges seriously and for not having a coherent strategy to address them.
