According to Jeju Island, "ocean activities that hinder the use of fishing ports, such as the coming and going of fishing boats" are prohibited under Article 45, Section 5 of the Fishing Village and Fishing Port Act.
If you are caught, you can be sentenced to up to two years in prison or 20 million won (approximately 10,000,000 yen) for simply playing in the sea at a port or cove.
The number of accidents caused by playing in the sea at ports and inlets has increased, making it increasingly necessary to crack down on the issue.
Five people have died and one person has been seriously injured in the accident, four of which have been in harbors and coves.
In addition to the frequent comings and goings, it is difficult to determine the exact depth of the water and there are underwater obstacles, making it a dangerous place to play in the sea.
However, in reality, it is not easy to crack down on them.
This is because it has been pointed out that the punishment of (maximum) two years in prison for simply "playing in the sea" is far too severe.
This issue was also discussed intensively at the Jeju Provincial Assembly on the 7th of this month.
In response to questions from lawmakers about the incident, he said, "We will gradually implement enforcement and guidance in parallel to curb dangerous activities such as diving."
