According to MBC on the 10th, the incident occurred around 7 a.m. on the 26th of last month around an apartment building in Deungchon-dong, Gangseo-gu, Seoul.
At the time, a woman walking her dog was hit on the head by something that fell from above and fell to the ground. CCTV footage shows the woman suddenly crouching down and holding her head.
The image is clearly visible. A person walking in front of the woman turned around in surprise to see what was going on. The cause of the accident was two 20ml glass juice bottles that had flown out of nowhere.
The victim said, "I suddenly felt a strong impact on my head and crouched down," adding, "The inside of my bag was soaked, and my hands and cell phone were stained with blood."
The victim was taken to the hospital with a 2.5cm laceration on her forehead and underwent two stitches. She is still taking tranquilizers due to the psychological shock.
Police found two empty 20ml glass bottles at the scene. However, no specific clues were found after two weeks, and the National Forensic Service (NFS) was asked to conduct genetic testing on the glass bottles.
If someone throws something from an apartment building and causes damage to another person's property, they will be sentenced to up to three years in prison or 7 million won (approximately 740,000 yen) under Article 366 of the Criminal Code (damage to property, etc.).
If the thrown object is dangerous, the penalty may be even heavier, and even if it was unintentional, civil liability for damages cannot be avoided.
In particular, in cases such as this one where someone is injured or killed, charges such as bodily injury resulting in death, negligent injury, and negligent manslaughter will be applied, and the perpetrator will be held responsible for the damage.
