According to Cho's office on the 15th, when he was a professor, Cho was in favor of criminal justice procedures that focused on severe punishment for perpetrators of sexual crimes and protection for victims.
In his paper, Chairman Cho wrote, "Victims of sexual violence crimes do not tolerate any encouragement during the criminal proceedings.
"It has become difficult for them to receive any support or solace, and instead they have become the target of suspicion and criticism, resulting in 'secondary victimization.'"

He also said, "Has Chairman Cho's strict understanding of sexual crimes, which he once advocated in his paper, now completely disappeared?" and "Even if he speaks out harshly about sexual crimes committed by others in words and writing, he is still unable to support his own party.
