According to the Nihon Keizai Shimbun and other sources, a senior Japanese government official said on the 21st, "We have been in discussions with China to resume exports of Japanese beef for the first time in 24 years, but
"The ban was recently officially suspended, making future arrangements difficult. This appears to be due to the deterioration of diplomatic relations between Japan and China," he said.
The two governments signed a quarantine agreement in 2019, which came into effect in July of this year, and have been working on practical adjustments.
However, after Prime Minister Takaichi hinted at the possibility of Japan's involvement in a Taiwan emergency in the Diet on the 7th of this month, relations between the two countries rapidly cooled.
The country has also completely suspended imports of Japanese seafood, which it had allowed for the first time in two years. The current suspension of talks to resume beef exports is seen as part of this trend.
The Japanese government aims to double the current beef export volume (approximately 56.6 billion yen) to 113.2 billion yen by 2030.
In particular, by resuming exports to the Chinese market, the company had been aiming to achieve annual exports of 20 billion yen, comparable to the US, but the suspension of the talks has meant that the strategy to expand exports to China has been halted.
A Japanese Foreign Ministry official said, "Even the practical aspects of the technical verification of radioactive materials (the last remaining item) are difficult to discuss," and it is unlikely that negotiations will be able to return to normal for the time being.
Japanese media pointed out that "the steadily worsening relationship between Japan and China is spreading to all areas, including agriculture, fisheries, and food."
