Dae-ho (Lee Sun-min), a former detective, was fired from his job due to excessive investigation and returned home. He appoints himself a security officer and protects Busan's ``Gijang'', which is as vast as the ocean.
Successful businessman Chung Jin (Cho Jin Woo Ng) comes from Seoul to build a beach town in the once peaceful town.
At that time, drugs start circulating in nearby Haeundae. Dae-ho, who has doubts about everything about Jung-jin, suspects him to be a drug offender and goes on a ``one-man investigation'' with his brother-in-law Deok-man (Kim Sung Kyun) as his assistant.
