The police's investigation network narrows down to three boys living in the town, and overnight the three are driven into murderous crimes without knowing why.
In the same year, a veteran detective, Joo-cheol (Sol Kyung Gu), who had just been appointed as the team leader, received information about the real culprit, and Joo-cheol cleared the boys of their false charges.
However, due to interference from Yu Jun Sang, the detective in charge of the case at the time, everything goes to waste and Joo Cheol is demoted.
Sixteen years later, Joo-cheol is visited by Mi-sook (Jin Kyung), the only witness to the incident, and some other boys...
