This opinion accounted for 12%, and other opinions accounted for 14%. The President's Office told the Ministry of Public Administration and Safety, the Ministry of Health and Welfare, and the Ministry of Gender Equality and Family Affairs that ``emission standards are based on the realization of fair taxation of automobiles, technological development, etc.''
