The Japan-U.S.-Korea Joint Declaration was announced by representatives of 178 member countries at the IAEA General Assembly. On this day, the IAEA member states agreed to approve North Korea's nuclear program by consensus (an agreement without a vote).
``The adoption of the consensus reflects the serious concerns of the international community regarding the North Korean nuclear issue,'' he said, emphasizing that they had adopted a resolution calling for the suspension of the North Korean nuclear program.
He also expressed concern that the North Korean nuclear issue has continued over the past 30 years, and expressed his concern that North Korea has ceased provocations such as nuclear weapons development and ballistic missile launches, and is committed to denuclearization.
They called for specific measures to be taken to achieve this goal. He continued, ``The international community cannot and will not tolerate North Korea's illegal and irresponsible nuclear and ballistic missile development any longer.''
