The NIS said, "North Korea has also been carrying out concrete activities, such as dispatching personnel to the relevant countries and expanding surveillance of South Korean diplomatic missions to search out South Korean nationals as targets for terrorism."
According to the NIS, after the COVID-19 virus infection subsided, North Korea began to receive long-term overseas staff from the second half of last year, and diplomatic staff, trade officials, and others who had doubts about the North Korean regime returned.
There has been a continuous exodus of elites, including foreign students.
