In response to a question about Cho's visit to Takeshima at a press conference that afternoon, Chief Cabinet Secretary Yoshimasa Hayashi said, "Takeshima is a historical fact.
"Even if the issue is resolved through international law, it is clearly an inherent part of Japanese territory," he said. The Japanese Ministry of Foreign Affairs also released a press release on the same day stating that, "We have not received a request to cancel Cho's visit to Takeshima in advance."
"Despite these circumstances, the move was forced through," he said, "This is completely unacceptable and extremely regrettable."
The Japanese Embassy in Korea's Deputy Chief of Mission, Taisuke Jitsuo, has strongly protested to Seo Min Jeon, director-general of the Asia-Pacific Bureau of the Korean Ministry of Foreign Affairs, and has requested that the recurrence of such an incident be prevented.
That day, Cho visited Takeshima and issued a statement condemning the Yoon Seok-yeol administration's diplomacy toward Japan as "submissive diplomacy."
