A South Korean official from the Ministry of Foreign Affairs said on the 16th, "There are no plans for a government delegation to attend. As per past practice, the South Korean mission in Taipei has attended."
The South Korean government explained that "South Korea and Taiwan severed diplomatic relations when China established diplomatic relations in 1992. As a result, we no longer customarily send a South Korean government delegation."
Rep. Cho Kyung-tae and Rep. Cho Jeong-hoon, members of the ruling People Power Party, will be attending from the South Korean National Assembly.
