Cho Kuk, chairman of the Fatherland Reform Party, has called for amending the constitution to shorten the presidential term to four years, a term that has been in place since the presidency of Yoon Seok-yeol.
At a press conference at the National Assembly Communication Center on the 17th, Cho said, "We need to change the current five-year presidential term system to a four-year term system.
"We will not be able to amend the constitution. We could add an addendum to the constitution to adjust the term of office of the incumbent president," he said. He added, "We will hold a national referendum to amend the constitution before the local elections in June 2026, and then the (21st) president will be elected.
President Yoon's term ends on May 9, 2027, but the plan is to shorten his term by one year to four years and hold the presidential elections at the same time as the local elections in June 2026.
Cho added, "If we align the presidential and local elections and reduce the number of nationwide elections, we can prevent the waste of national power."
Cho said, "If President Yoon is honored to agree to shorten his term and to the constitutional amendments we are talking about, then he will have changed the Constitution of the Republic of Korea despite his past failures, incompetence and irresponsibility in running the country.
"He will go down in history as a president who has contributed greatly to this end," he said. "Since taking office, the only thing President Yoon has accomplished in terms of laws and systems is the enactment of the 'dog meat ban law,' but this was the first time Kim Gun-hee (Kim
I understand that this is an issue of concern to Mrs. Kim Hee-hee. Now I want President Yoon to make a historic decision of his own accord," he added.
Cho introduced his plan for a "point-by-point constitutional amendment" and proposed setting up a special constitutional amendment committee in the 22nd National Assembly to hold a debate on the matter. "The Prosecutor's Office is merely an agency outside the Ministry of Justice, but it is effectively a 'quasi-judicial body,'" he said.
"The prosecutors enjoy unlimited power to prosecute. The right of prosecutors to request warrants should be removed from the Constitution and the entity that can make an application should be determined by law."
A new clause was added to the constitution stating that 'the capital shall be determined by law', allowing the capital to be moved when necessary and signifying the 'right to live a decent life.'
Cho also said that new provisions should be created to strengthen "social rights." He went on to say that workers in the same occupation should be given equal pay regardless of their employment status.
He mentioned that the constitution would clarify the principle of "equal value for work and equal pay" and would also clarify the strengthening of the "public concept of land."
Furthermore, the preamble to the constitution includes not only the May 18 Democratization Movement but also the
He also said that the 6/10 Democratic Struggle and the 6/10 Democratic Struggle must be recorded. The current constitution was enacted in 1988. The political system since then has been called the '6th Republic.'
However, once the constitution is amended it will become the '7th Republic'.
