South Korean Prime Minister Han Deok-soo on the 4th criticized North Korea's recent repeated provocations and said, "We will push for the suspension of all effectiveness of the September 19 inter-Korean military agreement."
At a Cabinet meeting held at the Government Seoul building on the same day, Prime Minister Han said that North Korea had launched dirty balloons toward South Korea, carried out GPS jamming attacks, and launched SRBMs.
After mentioning North Korea's repeated provocations, such as the launch of short-range ballistic missiles, he said, "North Korea's repeated provocations not only pose a grave threat to the lives and safety of our people, but also seriously threaten peace on the Korean Peninsula.
"North Korea's ballistic missile launches are a violation of UN Security Council resolutions, and the release of the dirty balloons is also a clear violation of the armistice agreement," he added.
"GPS jamming ignores the International Telecommunication Union's (ITU) charter prohibiting acts of communication disruption, and is an outrageous and despicable act that threatens the safety of civilian ships," he said.

"Therefore, at today's Cabinet meeting, we decided to suspend the effectiveness of the September 19 military agreement until mutual trust between the two Koreas is restored," Prime Minister Han said.
"These measures are legal, and are based on the procedures stipulated by our laws," he said. "(With these measures) we have been able to achieve the objectives set out in the September 19 military agreement.
"This will enable military exercises along the Military Demarcation Line (MDL), which has been restricted by the current situation, and will allow us to take more adequate and immediate action against North Korean provocations," he said.
Meanwhile, the South Korean government passed a resolution at its Cabinet meeting on the same day to “suspend the full effectiveness of the September 19 military agreement.”
