"They are not respecting it, they are trampling on it and mocking it," he said.
"The People's Power hoped that today would be the official opening day of the Diet, that the presiding officers would be elected, and that the composition of the Diet would be decided by agreement between the ruling and opposition parties. However, this did not happen, and as the leader of the ruling party, I am very disappointed.
"I'm sorry," said Aki, the floor leader. "I want to make it clear that the plenary session was held, but since there was no agreement on the agenda between the ruling and opposition parties, it couldn't have been held and it wasn't legal."
He pointed out the problems with this plenary session, saying, "Today is the first day of the Diet session, but it is proceeding unilaterally without any agreement on the agenda. The huge opposition parties are forcibly and unreasonably holding the Diet.
"The National Assembly Law states that the first plenary session will be held on June 5 and that the chairpersons will be selected, but this clause requires that the ruling and opposition parties hold discussions, agree on the agenda, and hold the meeting," he said.
"The ruling and opposition parties have been going through a tough process of negotiations to end the negotiations on the composition of the House of Representatives," said Cho.
"We are holding a meeting today," he said, referring to the case in which the Grand National Party, the predecessor of the 18th National Assembly, selected the chairpersons through agreement between the ruling and opposition parties, even though it held an exclusive majority with 153 seats.
He added, "The large opposition parties insist that they must follow the will of the people in the general election and are forcing their own independent course, but this is merely misleading the will of the people in the general election. The will of the people in the general election is the return of cooperation."
"The principle of majority rule does not work without respect for the minority party. This is the practice and history of the Diet. Looking back at constitutional history, there has never been a permanent ruling party or a permanent majority party," Aki said.
"If the logic of power prevails due to the composition of the House of Representatives, cooperation between the ruling and opposition parties will lose its justification for existence. The power of the people is ready to cooperate and join forces as much as possible," he said.
In addition, 108 members of the People's Power Party held a denunciation rally in the National Diet Rotender Hall in front of the main assembly hall on the same day, urging the Democratic Party to "stop its monopoly on parliamentary power."
Bae Jun-young, the floor leader, said, "Even the first plenary session of the 22nd National Assembly could not agree on the agenda, and the Democratic Party unilaterally held it and forced it to happen.
Even the election for the Speaker of the National Assembly has been derailed by the Democratic Party general assembly."
