"Despite this, we express regret that Russia and North Korea have signed a comprehensive strategic partnership treaty and publicly discussed military and technical cooperation, which is a direct violation of UN Security Council resolutions."
A spokesman for the South Korean Ministry of Foreign Affairs said at a regular press conference on the 20th, "Regarding Russian President Vladimir Putin's visit to North Korea, our government has been involved in the matter since before President Putin's visit to North Korea.
"We have closely monitored the developments of our allies and the North Korean situation, based on a thorough analysis and evaluation of the overall results of this visit, including the Treaty on Comprehensive Strategic Partnership between Russia and North Korea," he said.
"Together with our friendly nations and the international community, we will respond sternly and decisively to any actions that threaten our security," he said.
The South Korean government chaired a standing committee of the National Security Council (NSC) on the same day and announced the results of President Putin's first visit to North Korea in 24 years and the comprehensive report released to the public.
The UN Strategic Partnership Treaty will be fully analyzed and an initial assessment will be released.
