South Korean Foreign Minister at UN Security Council: ”Russia-North Korea Treaty is a clear violation of resolutions”... ”International community must unite”

South Korean Foreign Minister Cho Tae-yol announced on the 20th (local time) ahead of a UN Security Council meeting that the two countries have signed a peace treaty.
Regarding the Treaty on Comprehensive Strategic Partnership:
"Any direct or indirect assistance or cooperation to improve North Korea's military capability is a clear violation of numerous UN Security Council resolutions," Cho said at the UN headquarters in New York on the same day.
Prior to directly chairing the "Security Council Open Discussion on Cybersecurity," a meeting was held by representatives of 63 countries, including Japan, the United States, South Korea, and the EU.
After the joint declaration, during a question-and-answer session with reporters, he said, "It is deplorable that a permanent member of the Security Council would violate a resolution that they themselves agreed to adopt."
"The international community must unite to condemn and respond to such illegal activities that threaten to undermine the international community and security," Cho said. "The South Korean government has threatened national security.
"We will respond resolutely and decisively to any actions that could lead to this," he said.
