Victor Cha, an adviser (Korea director) at the Center for Strategic and International Studies (CSIS), a US think tank, said in an emergency questionnaire on the 2nd (local time) that North Korea had released a dirty balloon.
"North Korea knows that sending propaganda materials promoting Juche ideology into South Korea would be nothing but absurd, so it sends out filth instead," the report said.
"This is evidence that they too know that the North Korean regime and the ideology on which they are based are virtually bankrupt," he added.
But "even if the filthy balloons are an indication of the vulnerability of the North Korean regime, they cannot be taken lightly. This remains a clear case of 'soft terrorism,'"
"If the balloons contained an unidentified white powder, it could cause panic among South Koreans and have a negative impact on the economy," he warned.
