Minister Kim inspected the information transmission and response system for crisis situations together with the Korea Water Resources Corporation and other related parties.
"It is important to share the situation and respond quickly based on close communication between relevant agencies, such as the Water Resources Authority and local governments," he stressed.
Kim also said, "The release of water from the dam is an issue that is directly linked to the lives and safety of our people.
"Therefore, this has nothing to do with the political or military situation between North and South Korea," he said, adding, "North Korea must give prior notice in accordance with the inter-Korean agreement before releasing water from the Hwanggang Dam."
However, the problem is that North Korea has been "unauthorizedly discharging" water from the Hwanggang Dam almost every year since 2001. In September 2009, North Korea discharged water from the Hwanggang Dam without prior notice.
The incident resulted in three South Koreans being killed and three missing. In October of the same year, the two Koreas agreed to provide advance notice, but North Korea has continued to release the water without permission after three notices.
As a result, there were casualties in South Korea in 2012 and damage to homes and military facilities in 2020. In preparation for unauthorized releases by North Korea, South Korea constructed the Gunnam Dam in June 2010.
