Police investigating the wrong-way driving accident at City Hall Station in Seoul said the driver, surnamed Cha (68), will not be able to be discharged from hospital for some time.

On the 3rd, police applied for an arrest warrant for Cha, but the Seoul Central District Court rejected it.
Regarding plans to apply for further arrest warrants, a National Police Agency official said, "There are no plans at present."
"We will make a decision based on the progress of the investigation," he said. Regarding whether to consider issuing an arrest warrant, he said, "We have to see how it goes."

The police said, "EDR is also one of the factors in determining whether a vehicle is accelerating suddenly. In addition to EDR, we also look at whether there are any defects in the vehicle as a whole, video footage from the time of the accident, and statements from those involved.
"We have to make a comprehensive judgment," he said. He said that while a detailed analysis by the National Forensic Service usually takes one to two months, he had received reports that the police are proceeding more quickly.
"We judge the results of the NFS's analysis to be reliable, but various organizations will be involved in the NFS's appraisal and will be consulted for reference," the agency said.
They also plan to conduct additional investigations into the passenger, who is said to be Cha's wife, if necessary.
